A Lifetime of Service

Jim has 25 years of law enforcement experience. He devoted his career to keeping our community safe. Before becoming Sheriff, Jim made his way through the ranks of the Salt Lake County Sheriff’s Office. Over the years, he has led Special Operations, Training, Investigative,and Community Oriented Policing Units. Jim developed the law enforcement component of the Planned Response to Emergencies Program for schools. He has trained staff in over 300 schools in our state. Jim also developed a Critical Thinking Skills Course, which provides teachers and administrators with tools for keeping our kids safe. From 1999-2002, Winder was assigned to the Utah Olympic Public Safety Command, where he developed and implemented training for 6,000 public safety officers assigned to the 2002 Olympic Games.
